CIAM Plenary Meeting 2006 and F5D Rules

The "CIAM Plenary Meeting" was held on 24.-25. March 2006 in Lausanne, Switzerland. What are the results? Just before Plenary Meeting there had been some discussions about F3D rules and safety and due to this also about F5D. But in the end there was no decision made about changes in F5D. So we just had the regular proposals which were published in the agenda before the meeting.

History of Starting Procedure

Or how it began
Just before 15th November 2005 (closing date for plenary proposals) the F5 Subcommittee send an proposal to CIAM that fixes the item that anybody is allowed to leave the pylon course during the race. Remember: Until 31.12.2003 we had timing commencing at the drop of the starter's flag and not at the start/finish line.

5.5.6.5.10.
a) (...) Model aircraft will be flagged off the starting line at 1 second intervals with timing commencing at the drop of the flag for that particular model aircraft.

The rules had been modified effective 01.01.2004 with timing commencing when crossing the start/finish line, which is still effective now.

5.5.6.7 Starting Procedure
a) (...) Model aircraft will be flagged off the starting line at 1 second intervals with timing commencing when the model aircraft crosses the start/finish line. (...)

5.5.6.9 Scoring

b) The flight of each model aircraft shall be timed with electronic stopwatch or timing device measuring to at least 1/10 second by a lap counter/timekeeper. Timing shall start when the model aircraft crosses the start/finish line for the first time.

There is no reason any more to start directly at the start/finish line. It is much better now to start the model some hundred meters outside the pylon course to cross the start/finish line at full speed. The helper returns to the pilot during the race. He must cross pylon basis #2-#3. This starting procedure outside the course endangers the helper himself and other competitors too.

Effective 01.08.2006:

5.5.6.3 Safety Rules
(...)
b) Pilot and helper have to stay inside of the pylon course from the first drop of the starter's flag until the last model of the heat has finished the race or has left the pylon course flight path.

Unanimously approved by the Plenary Meeting, effective date 1st August 2006. Additionally the rule change may be applied as a local rule at any competition until the implementation date. It was further agreed that a "safety notice" regarding this rule change would be placed on the CIAM website home page; that NACs would be informed by email by the FAI and that the amended rule would appear in all Championship Bulletins. The F5 Sub-committee Chairman and the CIAM Technical Secretary would be responsible for ensuring that these actions were carried out.

Please note especially effective date 1st August 2006. You may apply this as a Local Rule (Volume ABR B.5.3) in your contests in between 24th of May and 31st July 2006. Please note that this rule will be effective at F5D World Championships in Romania. You may download Volume F5 right before WC to have the current version available.

Pilot and helper have to stay inside the pylon course during race (yellow+bright yellow area). Crossing the Start-/Finish Line after starting procedure is allowed (entering bright yellow area). Leaving the pylon course for landing procedure is allowed if all models have finished their race.

Interruption of Contest
This proposal fixes interruption of contests due to sun in the manoeuvring area and is effective 01.01.2007.

Effective 01.01.2007:

B.13. INTERRUPTION OF THE CONTEST
B.13.1. The contest should be interrupted or the start delayed by the Jury in the following circumstances and in other exceptional circumstances decided by the Jury: (...)

e) For F3A, F5A, F3C, F4C, F3D and F5D contests the sun is in the manoeuvring area.

What's up in F3D?

Pilot's Area in F3D
The allowed number of models per heat had now been reduced to three (3) in F3D in 2007, like in F5D in 2006. But there will be now one circle having 20m diameter for all 3 pilots and helpers where they have to stay during race.

The additional second Sideline Judge (blue) behind pylon judges #1 shall record turns below the top of the pylon as infringement and he will judge safe side infringements too. In F5D there is just one single Sideline Judge but we will test if he is able to judge turn height 2+3 and overall safe side infringements if he is in the position of the 2nd sideline judge.

There is several more stuff regarding engine and model aircraft to be found in the Minutes of Plenary Meeting 2006. But these items are not to be discussed here.

Pylon Hits and Safety

The general discussion about pylon racing safety was initialized by one pylon hit during F3D WC 2005 in France. Analysis shows that this kind of incident occurs with an order of magnitude 10E-5 over a period of 10 years. It is clear up to now that there is just one critical item: hit of no. 3 pylon because of the small distance to the safe side. This kind of incident may be avoided in the future.

This season we will test different ways of judging the height of pylon 2+3 turns. Turns below the top of the pylons will be scored as cuts in German Mastership 2006. In the F5 Subcommittee we will discuss the results of this test in March 2007. In the meantime every pilot should fly persistent above the top of the pylons, otherwise Contest Director shall apply rule 5.5.6.3.e "Persistent flying below the top of the pylons may be considered dangerous" if there is any need for. So far the changes and current safety items in F5D Pylon.
